A large percentage of the Kyrgyz population is internal migrants, with numbers expected to increase dramatically in the coming years due to the effects of climate change. Many internal migrants construct non-energy efficient, non-climate resilient housing in growing informal settlements, where there is little access to basic services. This exposes them to many risks, including health- and climate-related. The Programme for the Development of a Green Economy in the Kyrgyz Republic for 2019-2023 calls for green renovation and for partners to deepen their understanding and develop approaches to better enable vulnerable groups to participate in decision making and policy development processes at household level. However, internal migrants are not included. As this Programme comes to an end in 2023, the Government will begin evaluating the current Programme and identifying what should follow.
At this opportune moment, the project aims to promote the inclusion of internal migrants in the Government of Kyrgyzstan’s efforts on green renovation. It will do so by first establishing a Working Group to provide technical support to the project, including the development of standardised, pre-approved, cost and energy efficient, climate-resilient construction plans and green renovation designs. The designs will then be piloted in internal migrant women households. Awareness raising and capacity-development activities for key stakeholders and the selected pilot households will then take place. These will improve understanding of the newly available plans/designs, as well as the benefits of including internal migrants in green renovation initiatives for Government and other stakeholders, and the benefits of green renovation initiatives for the pilot households. Finally, the plans will be made publicly accessible and a campaign will promote the newly-available construction plans and green renovation designs to the general public.
