Papua New Guinea (PNG) is prone to multiple hazards such as earthquakes, volcanic eruptions, cyclones, flooding, and droughts that lead to displacement and economic and human loss every year. High exposure to these hazards, combined with inadequate infrastructure, undermine resilience and coping capacities of Internally Displaced Persons (IDP) and communities vulnerable to displacement, thereby hindering disaster preparedness and response in the country. Though there have been several initiatives put forward to address this challenge, there is a policy gap and lack of legal frameworks related to displacement management. Therefore, the objective of the project is to contribute to strengthening the capacity of the Government of Papua New Guinea to provide protection to displaced populations and reduce situations of protracted displacement through the development of a draft National Internally Displaced Persons Policy (IDP policy). The above objective will be achieved through the following outputs: 1) Gender- and age-sensitive information on internal displacement and forced migration is available: a desk research on existing and relevant policies and programming will be conducted, field visits using the Displacement Tracking Matrix methodology to collect data on displaced and host communities will take place, and a needs assessment report on findings highlighting key policy considerations will be developed. 2) Government stakeholders have increased capacities and resources to draft the IDP policy: the IDP policy will be drafted during a series of consultation meetings, and Standard Operation Procedures and tools will be developed.
