Mitigating the Impact of Climate Change on the Livelihoods of Local Communities and Migrants Employed in Costa Rica's Coffee Sector

​​In Los Santos region in Costa Rica, coffee is an essential industry and a cultural cornerstone for both the local community and the many international migrant workers it draws to the region. Between 2020 and 2023, 23,311 Ngäbe-Buglé people migrated from Panama to Costa Rica to work in the coffee harvest, representing 90% of those employed in coffee production in Los Santos. However, erratic rainfall and increased temperature, especially during growing and harvesting season, have limited the land suitable for coffee production, shifted planting schedule, and increased the spread of pests. To optimize the benefits of this labour migration, migrant workers need skills and resources to be part of greening and building the resilience of the coffee industry, or to find other sustainable livelihoods. The project aims to contribute to mitigating the impacts of climate change on the livelihoods of migrants and host communities in Costa Rica. ​To achieve the project objective, under Outcome 1, IOM will develop a gender-sensitive diagnostic mechanism that indicates the number and profile of people affected by climate-related changes in the coffee sector in the Los Santos region (Output 1.1); moreover, Livelihood Stabilization Plans (with a gender-responsive approach) in the cantons of Dota, León Cortes and Tarrazú will be developed (Output 1.2); and local governments and communities in the targeted cantons will receive technical and material support to pilot gender-responsive initiatives identified in the Livelihood Stabilization Plans (Output 1.3).
