Mauritania
Despite the efforts of the Government of Mauritania and its partners to develop the country’s social protection system over the years, social protection coverage in Mauritania remains insufficient to adequately reach the population. Migrants in Mauritania are not specifically or formally targeted by Mauritanian authorities due to capacity constraints and lack of clarity on the legal bases for their inclusion. The lack of specific mechanisms to target and inform migrants about these initiatives adds to existing barriers experienced by migrants in accessing relevant information on their rights and available services. Ensuring social protection for migrants is critical for individuals, communities and states to maximize the benefits of human mobility and reduce potential financial and social costs resulting from exclusion.
In light of the above, the objective of this project is to contribute to the inclusion of migrants in the social protection system of Mauritania.
Firstly, the project will support Mauritanian authorities to build an evidence-based and migrant-inclusive social protection system (Outcome 1) by making available a comprehensive and gender-sensitive mapping of migrants' social protection needs, existing social programmes and policy frameworks, and best practices (Output 1.1) and by developing a technical roadmap for the inclusion of migrants in the social protection system in Mauritania, with attention to gender and vulnerable groups, such as persons with disabilities and unaccompanied minors (Output 1.2). Next, the project will allow Mauritanian authorities and their civil society partners to more effectively reach migrants and facilitate their access to social protection services (Outcome 2) by training and providing technical assistance to Mauritanian authorities to include migrants in social protection programmes and services in a gender-sensitive way on the basis of the aforementioned roadmap (Output 2.1) and equipping civil society organizations identified by IOM and Mauritanian authorities in the roadmap to outreach, raise awareness and refer migrants towards social protection programmes and services in a gender-sensitive manner (Output 2.2).
