This project aims to support the Government of Kazakhstan's efforts to institute good internal migration governance and empower migrants and their families as development actors by better addressing the specific obstacles faced by youth and women in integrating into the labour market and accessing sustainable livelihoods. The project is developed in support of the Government's priorities set out in the long-term strategic planning 'Enbek' South - North Internal Relocation Programme, which facilitates internal migration. The outcome of the project focuses on producing and implementing evidence-based reforms to the Enbek Programme. These reforms include: the development of socioeconomic vulnerability criteria; capacity-building for Government stakeholders on monitoring and evaluation, to support evidence-based reforms; and the development of middle- and long-term response plans for COVID-19 impact on programme beneficiaries. The findings of the project will be integrated into the nation-wide comprehensive State Migration Policy Concept (2021-2025).
