This project aims to establish the International Migration Law African Capacity Development Programme (IML-ACDP), a programme to support Government officials and other migration stakeholders by providing to them a state-of-the-art training on international and regional migration law, and enabling them to consolidate and use their knowledge into all aspects of migration governance and thereby streamline a rights based approach to migration governance. Managed jointly by the IOM International Migration Law (IML) Unit and the African Capacity Building Center (ACBC) in Moshi, the aim of the program is to contribute to improving the capacity of African States to govern migration in line with International and Regional Migration Law.
The project aims to achieve this through two Outcomes. The first Outcome aims to ensure African States and regional institutions access IML resources and training to manage migration in line with international and regional legal standards, through the development of specifically tailored training materials and institutionalization of the IML-ACDP at ACBC (Output 1.1), the revamping of the IML database with AU and REC laws as well as jurisprudence from the African Commission on Human and Peoples Rights and the Africa Court on Human and People's Rights (with electronic resources) (Output 1.2), and increased visibility and promotion of IML ACDP (Output 1.3). The second Outcome aims to enhance the access of Government officials from AU states to other, already existing IML training opportunities, including the IML course coordinated in Sanremo (Output 2.1) and courses in Geneva (Output 2.2) to encourage learning and sharing of good practices with peers from other parts of the world. The Program will ultimately benefit AU states and encourage rights-based approaches to migration policy development and implementation.
