Eswatini’s geographic specificity, its socio-economic characteristics, and the history of the sub-region’s political economy have shaped the mobility pattern of Emaswati nationals over the last century. As a country of origin, transit and destination, in recent years Eswatini has demonstrated an increased effort to collaborate on migration issues, as seen by its Migration Profile and the Migration Governance Indicator Report published in 2021. However, there remains a need for a migration policy for the better management of migration in the country. Furthermore, strengthening migration management has been highlighted as a priority during consultations with the government and it is aligned with the Ministry of Home Affairs’ plans. Building on this momentum, this funding will provide guidance and technical support to build the capacity of the Government of Eswatini to be able to develop a comprehensive and evidence-based Migration Policy that is in accordance with regional and international standards and will contribute to good migration governance (Outcome 1). This project will support a literature review of the migration dynamics within, to, and from Eswatini to help guide the drafting of the Migration Policy. Additionally, the project will engage with the Migration Task Force, which was first created during a previous IOM Development Fund project, to ensure members have the necessary technical skills and to ensure ownership of the process by government institutions. The project will ultimately contribute to facilitating safe, humane and orderly migration in Eswatini.
