The project aims to contribute to advancing progress towards durable solutions in Somalia through the inclusion of displacement-affected communities in Somalia's Social Protection System (Objective). This project will focus on the missing link between policy and operationalization of the National Social Protection Policy. To bridge this gap, the project has one outcome: The Government of Somalia and implementing partners responsibly use context-sensitive targeting criteria and its data analysis to inform the delivery of social protection assistance to displaced persons.
The intervention aims to enhance coordination between the wide range of stakeholders by establishing a multi-sectoral coordination mechanism for social protection programming in Somalia (Output 1.1), developing operational guidance for the targeting of displacement-affected populations taking into account gender sensitivities (Output 1.2) and supporting the harmonization of data between the USR and IOM's BRaVE system (Output 1.3). The guidance developed will come together and be made available to the wider social protection community through an online platform to facilitate the integration of displacement-affected populations into social protection initiatives (Output 1.4). Lastly, the project will bolster the global evidence based on the inclusion of displacement-affected communities in national social protection mechanisms (Output 1.5).
