In Brazil, there is a need to inform and strengthen the capacity of local authorities with regard to migration governance. Most local authorities are not familiar with migration policy processes, posing a challenge for adequate migration governance. In the same vein, there is a growing need to build coordination mechanisms to allow for policy monitoring and approval.
In partnership with the National School of Public Administration (ENAP), this project aims to achieve the following three objectives:
(i) Formulate a set of 10 indicators of good migration governance at the local level, which are adapted to the Brazilian socio-economic context and legislation;
(ii) Create a handbook for policy development related to the above-mentioned indicators;
(iii) Conduct a pilot training with a group of local authorities from five different states and ENAP, which will then be able to reproduce the training to multiple authorities and to apply the newly created indicators.
Finally, the indicators will be created bearing in mind Brazil’s recent engagement in the Migration Governance Indicators (MGI) exercise, with a gender-sensitive focus based on the development of institutional capacities and tools for policy implementation.
