Cambodia
The Cambodian national identity, border and migration management infrastructure requires tailored interventions to assist the Government of Cambodia. Assistance is required in reviewing the regulatory framework and building staff capacity in the issuance and verification of identity and travel documents, border functions, risk assessment and management, traveller assessment and electronic data recording and integration.
The goal of this initiative is to provide the essential foundations which are key to establishing effective national identity and border management systems. To rapidly move ahead with the implementation of the Cambodia's National Strategic Plans on Identification (NSPI) and Immigration Border Management, the Government of Cambodia requested IOM to support with key pillars of these Plans. The project will first conduct a robust technical assessment of the national identification and border management practices and legal frameworks with a focus on current capacities and gaps of the existing structures in Cambodia. The assessment report will include key recommendations for establishing a comprehensive and effective identity and border management frameworks in Cambodia. The recommendations will inform the development of standard operating procedures (SOPs), followed by a series of training sessions on border security approaches and risk assessment and management. The project outputs will assist relevant border agencies in developing their strategic insights, introducing a focus on border security and national identity management and better defining the immigration role in the country.
