The ultimate goal of this project will provide the essential foundations key to establishing effective national identity and border systems. To rapidly move ahead with the implementation of the Cambodia’s National Strategic Plans on Identification (NSPI) and Immigration Border Management, Government of Cambodia requested IOM to support on some key pillars of the Plan.
In particular, the project will first carry out a robust technical assessment of the national identification management practices and legal frameworks with a focus on current capacities and gaps of the identity and border management structure in Cambodia. The report will include key recommendations for establishing a comprehensive, effective “identity management” and “border management” framework in Cambodia. The project will facilitate a series of technical meetings with relevant Government agencies to assist in reviewing and drafting laws, regulations and guidelines applying sound ‘evidence of identity (EOI) principles and providing technical advice to achieve consolidation of identity cards and travel document databases, including back capture of legacy data.
