Paraguay
The Government of Paraguay relies heavily on paper-based administrative processes. Residence permits are currently processed via physical files, which is not efficient, transparent, easily auditable or environmentally responsible. This affects vulnerable migrants the most, often hindering their access to rights and benefits. This project will contribute to the digitization of the residence permit process in Paraguay.
To achieve this objective, the National Directorate of Migration (DNM for its acronym in Spanish) will adopt the System for Streamlining Residence Applications (SAS-R for its acronym in Spanish) (Outcome 1). Firstly, the DNM will be provided with the IT infrastructure for the operability of the SAS-R, which will work with information security standards (Output 1.1). Secondly, a chapter on the operation of the SAS-R will be made available, and officials will be trained in its use (Output 1.2). Thirdly, migrants will be provided with instructional information on the use of the SAS-R, through the development of an audiovisual spot (Output 1.3). Moreover, the DNM staff will have the knowledge and skills in the operation of the SAS-R and will be sensitised about the rights and needs of migrants (Output 1.4). Finally, a user's manual and an installation manual for the SAS-R will be made available in digital format (Output 1.5).
