In Montenegro, diaspora has only recently become recognized as a legal category, when the first law governing the relationship between Montenegro and its emigrants was adopted in mid-2015. Moreover, there is currently no comprehensive mapping on the Montenegrin diaspora available to the Government of Montenegro. The field of diaspora thus represents an opportunity for greater involvement to develop stronger cooperation between Montenegrin institutions and expatriates in different areas of expertise, with the ultimate goal of contributing to the sustainable development of Montenegro. In light of the above, the objective of this project is to contribute to the sustainable development of Montenegro by harnessing the human, economic, social and cultural capital of its diaspora. To do so, the project will work on allowing the Government of Montenegro to engage more effectively with its diaspora in socio-economic development (Outcome 1) by making available a gender-sensitive diaspora mapping methodology to generate data on the human, economic, social and cultural capital of the Montenegrin diaspora (Output 1.1). The mapping methodology will help develop specific strategies and mechanisms for diaspora engagement in Montenegro, based on local needs and priorities. In this way, this pilot initiative will set a necessary foundation and pave the way for future interventions in the sphere of diaspora engagement in Montenegro.
