In the last decade, Costa Rica has experienced significant climate variability. Without swift and sustainable interventions, it is foreseen that climate change will threaten the livelihoods and well-being of communities that already experience the lowest human development indices in the country, namely Los Chiles and Puerto Jimenez. Los Chiles is largely reliant on agriculture, while Puerto Jimenez has a marine-based local economy. The climate-sensitive nature of these livelihoods, and the underlying vulnerabilities of these communities, make climate change a serious risk resulting in loss of livelihoods and related migration. As the effects of climate change intensify, the Government of Costa Rica has recognised adaptation as an essential strategy to building resilience. Therefore, this project aims to contribute to strengthening the capacities of local governments and communities to address the drivers of environmental migration in Costa Rica by engaging local government officials and residents in the communities of Los Chiles and Puerto Jimenez to collaboratively develop Community and Household Climate Adaptation Plans.
Specifically, gender-sensitive diagnostic assessments of social and climatic context of Los Chiles and Puerto Jimenez will be conducted (Output 1.1); an awareness raising campaign (including C4D and workshops) to promote dialogue about the risks of climate change and improve the understanding of the potential of adaptation to mitigate these risks will be launched (Output 1.2); Community and Household Climate Change Adaptation Plans will be developed (Output 1.3); and the adaptation strategies identified in the Community and Household Climate Change Adaptation Plans as a result of capacity development in Los Chiles and Puerto Jimenez will be piloted (Output 1.4). This four-pronged approach will lead to local governments and target communities being able to utilise the knowledge acquired and resources provided to implement the strategies from the Community and Household Climate Change Adaptation Plans (Outcome 1).
