Building on Azerbaijan's national priorities, political willingness and international commitments, this initiative will contribute to enhance travel facilitation and border security in the country, by supporting national authorities with the necessary steps towards the establishment of a state-of-the-art Passenger Information Unit (PIU).
The project will support, and feed into, current efforts by the Azerbaijani Government to strengthen its Advanced Passenger Information (API) and Passenger Name Record (PNR) capacities. Within this framework, a functioning PIU shall serve the country to effectively govern its API/PNR systems and API/PNR data.
The initiative’s objective will be achieved through the following: the provision to national authorities (Ministry of Foreign Affairs, State Customs Committee, State Border Service, amongst others) of an assessment of Azerbaijan's legislative framework, to identify gaps and necessary amendments to establish a PIU; SoPs on the operationalization of a PIU. Furthermore, the initiative will aim at strengthening the understanding of key governmental staff on the added value, functioning and governance of a PIU through two study visits (one to INTERPOL, one to a country equipped with a state-of-the-art PIU - TBD); the acquired knowledge will be sustainably retained, as recommendations on setting up a PIU in-house will be drafted, for validation by national stakeholders. Finally, the project envisions an assessment of Azerbaijan's technical API/PNR infrastructure, with subsequent recommendations, as well as a comprehensive workplan towards the establishment of a PIU, which the authorities should validate and implement in the medium-term.
