This project seeks to increase the protection of overseas Filipinos during crisis situations by contributing to the capacity of the Foreign Service Officers, consular staff and service attachés to respond effectively and efficiently to various types of crises. This will be made possible through the institutionalization of mandatory training on crisis management and handy access to available materials. The project will do this in three phases: (1) engage various stakeholders in the production of an operations manual on crisis management and assistance to migrant nationals; (2) develop an interactive tool which will be substantially based on the operations manual and will become a
mandatory requirement for all Foreign Service Officers, consular staff, Labour Attachés, Welfare Officers, and other officials and staff members of embassies; and (3) onduct various classroom
level thematic trainings for trainers on crisis management and assistance to migrant nationals.
