Workshop on the Transposition into the National Law and the Application of the Kampala Convention on Internally Displaced Persons (IDPs) in Chad and Central African Republic (CAR), N’Djamena, 2-3 May 2013

The African Union (AU) has organized a workshop on the Transposition in the National Law and the Application of the Convention of the AU on Protection and Assistance to Displaced Persons in Africa for Chad and Central African Republic (CAR) in N’Djamena from 2 to 3 May 2013.

The workshop objectives were to:

  1. propose specific national plans for the implementation of the Kampala Convention;
  2. create a cadre of exchanges for the evaluation of the progress made and for the identification of difficulties encountered during the implementation process of the Kampala Convention by the two Member States; and
  3. present the obligations to the two Member States towards the Kampala Convention and its transposition into the internal juridical order of the Member States.   

Presentations on the following themes were made:

  • States’ obligations towards the Kampala Convention;
  • Internally Displaced Persons – a Challenge to Development;
  • The Kampala Convention – an instrument to sustain its transposition.

Following the presentations, participants were divided into two groups – those from Chad and those from CAR –  to discuss the following issues:

  • How to remove challenges related to the elaboration of a National Instrument on Internal Displacement in light of the Kampala Convention, and
  • What are the key elements for the elaboration of the National Plan of Action for the transposition of the Kampala Convention.

They produced two groups of recommendations (please see related document, in French).

The workshop was opened by H.E. Mr. Elimi Hassan Tchonai and closed by H.E. Mr. Mahamat Adji Ngoua, the Minister and the Secretary of State of the Ministry of Interior and Public Security of the Republic of Chad in the presence of the AU Commissioner for Human Rights, Ms. Maya Sahli Fadel.

Members of Parliament, representatives from ministries in charge of IDPs, representatives from civil society, development partners, and UN agencies from the two countries participated in the workshop. IOM was represented by Ms. Madeleine Alinghe, MIDA Project Officer.
