The IOM project “Strengthening Public Services in Health and Higher Education Sectors in Chad through Mobilization of Chadian Diaspora in France” focuses on the health and higher education sectors with the aim of ensuring immediate impact through direct actions and, on a longer term, contributing to capacity building through training and the exchange of expertise. The project also foresees the organization of a national workshop on migration and development targeting government, hospitals, and university officials and the Chadian Diaspora in France that will take place in N’Djamena on September 24-25, 2013.

The current project phase, which started in February 2013 and has a duration of 11 months, is funded by the United Nations Development Programme (UNDP) with the budget of USD 450,000. It is designed to engage at least 20 Chadian Diaspora experts from France in temporary assignments in the health and higher education sectors in the country. The ultimate goal is to develop and raise funds for a multi-annual project supporting several countries. 

To date, the project has facilitated the missions of 12 qualified professionals to Chad. These included an anesthesiologist, a gastroenterologist, an orthopedic surgeon, a digestive cancer specialist, a biomedical engineer and a research engineer.

At the end of their mission in Chad in August 2013, two Chadian experts participated in a joint press conference together with the National Project Coordinator, the Project Focal Point from the Ministry of Health, and the Director of the National Reference Hospital of N’Djamena. One of the Chadian experts from France in the health sector who has spent one month in N’Djamena’s hospitals stated that although the pathologies are about the same, the working conditions differ a lot due to many challenges.

The project is made possible through the support of the Ministry of Plan, Economy and International Cooperation of Chad; Ministry of Public Health of Chad; Ministry of Higher Education and Research of Chad; Groupe d’Entraide à l’Enseignement Supérieur et à la Santé au Tchad (GESST); United Nations Development Programme (UNDP), and IOM.
