As part of its capacity building work with the Government of Peru,
IOM is launching an initiative that will provide vital training on
migration, human rights and good governance to some 700 government
officials.

Working with Peru's General Directorate of Migration and
Naturalization (DIGEMIN by its Spanish acronym), IOM has designed a
strategy that will provide continuous training for immigration
officials responsible for managing migration, including ensuring
the safety of legitimate travellers crossing international
borders.

The IOM-designed training curriculum focuses on the human rights
of migrants, including victims of trafficking and migrant
smuggling, migration governance and the detection of adulterated or
fraudulent travel documents. 

More than five million persons entered and exited Peru's borders
between 2004 and 2007; nearly half of these were Peruvian
citizens.  Hundreds of Peruvians cross into neighbouring
countries everyday, making the management of more than 7,000
kilometres of land borders with limited resources a challenging
task. Furthermore, the magnitude of commercial transactions taking
place in the border areas, the large flow of labour migrants, and
lack of proper training for law enforcement officials, allow
international criminal networks, including human traffickers and
migrant smugglers, to operate in these remote areas.
