IOM Trains Papua New Guinea's Immigration Service Officers
IOM this week launched a Core Competency training package designed
to help entry and mid-level Papua New Guinea (PNG) Immigration and
Citizenship Service (ICS) officers to expand their immigration
knowledge and basic skills.
The package, which is funded by Australia, will target 25 of the
30 officers currently in the ICS and others currently being
recruited to cope with an influx of foreign workers expected to
arrive in PNG with the development of a major Liquefied Natural Gas
project.
The materials, compiled in a trainer's guide and a participant's
workbook, comprise six training modules in the areas of Migration
Policy and Legislation; Decision Making; Application Processing;
Time Management; Caseload Management; and Record Keeping.
"While it does not attempt to cover all situations that
immigration officers might face or encounter, the training package
will give them insight into how they can best perform their
functions under current legislative and policy frameworks," says
IOM Port Moresby Chief of Mission Giuseppe Crocetti.
The areas of core competency covered by the package were
identified in consultation with the Pacific Immigration Directors'
Conference. The Conference called for the development of tools that
would serve as models to help Pacific island countries to build the
capacity of their immigration systems.
"We hope that this training tool will contribute towards
inspiring excellence in the provision of immigration services in
PNG and throughout the region," said ICS Acting Chief Migration
