IOM Bolsters Analytical Response to Border Management Challenges in Ukraine
The State Border Guard Service of Ukraine (SBGS) and IOM this month
completed the first phase of a five year- long programme aimed at
developing risk and criminal analysis systems and strengthening
efforts to align SBGS standards with Schengen and European Union
norms.
The USD 2 million programme is funded by the US Department of
State's International Narcotics and Law Enforcement Affairs Bureau
with operational support being provided by the Polish Border Guard
service.
US Ambassador to Ukraine John F. Tefft hailed this joint work as
"an outstanding example of trilateral cooperation."
Risk and criminal analysis are border management tools that aid
the complex response to cross-border crime and facilitate the
organized, legal and humane movement of persons and goods, using
selective border checks and monitoring by experts.
"Enhanced border management leads to improved migration
management. Upgraded risk and criminal analysis systems have better
equipped the SBGS to identify and combat networks responsible for
smuggling, human trafficking, and irregular migration," noted IOM
Chief of Mission in Ukraine, Manfred Profazi.
During the next phase of the programme to be carried out through
2011, selected managers and instructors from the Ukrainian border
guard service will work alongside Polish experts to develop a
strategic response to new challenges, such as the hosting of the
UEFA 2012 European Football Championship. The individuals will also
visit Finnish and German law enforcement counterparts at their
respective analytical centres to study good international practices
in border management.
