Eastern Caribbean Ministerial Declaration on Climate Change Launched at COP28

Disaster Managers and other Technical Officers of OECS Member States at a Technical Workshop in Saint Lucia, were lessons learned and best practices were shared to inform the Ministerial Declaration.

Dubai – The Member States of the Organisation of Eastern Caribbean States (OECS) endorsed a new Ministerial Declaration on Migration, Environment and Climate Change, which was first launched at Latin American and Caribbean Climate Week.  IOM organized an event on the sidelines of COP28, at the Climate Mobility Pavillion, entitled "A State Exchange on Regional Frameworks on Migration, Environment and Climate Change: Africa, the Eastern Caribbean and the Pacific" where the Declaration was launched to an international audience.  The event served to highlight the convergence between different regional frameworks on environmental mobility and showcased the progress made by the Eastern Caribbean with the support of a Joint Programme funded by the UN Trust Fund for Human Security project under the coordination of the UN Resident Coordinator’s Office for Barbados & the Eastern Caribbean. 

The discussion at the event was moderated by IOM Director General Amy Pope and included interventions from Hon. Cozier Frederick, Minister for the Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment for the Commonwealth of Dominica; Hon. Minister Beatrice Atim Anywar, State Minister of Environment for the Republic of Uganda; and Dr. Taupo Tausi, Permanent Secretary Ministry of Justice, Communication and Foreign Affairs Government of Tuvalu.   

The Ministerial Declaration is the achievement of a joint human security programme implemented by IOM in collaboration with the OECS Commission, United Nations Framework Convention on Climate Change (UNFCCC) and the Platform on Disaster Displacement (PDD) under the guidance of the United Nations Resident Coordinator Office for Barbados and the Eastern Caribbean.
