Accélérer l'action intégrée en faveur du développement durable : Migration, environnement et changements climatiques

Contexte

Depuis 2001, le Dialogue International sur la migration (IDM) offre à une multitude de parties prenantes du monde entier une plateforme de débats d’actualité sur un large éventail de questions relative à la migration et à ses liens avec d'autres domaines d’action. 

Cette année, le Dialogue international sur la migration (IDM) a organisé sa 20e édition sur le thème de la migration, de l'environnement et des changements climatiques. Dix ans après la première session de l'IDM consacrée au lien émergent entre la migration, l'environnement et les changements climatiques, l'OIM a réexaminé le sujet à un moment d'urgence politique accrue, et compte tenu des profondes répercussions de la crise sanitaire mondiale de la COVID-19 qui lie le climat et la migration aux questions de développement actuelles et futures. 

A l'occasion du 70e anniversaire de l'OIM et du 20e anniversaire de l'IDM, l'OIM est plus que jamais déterminée à favoriser une plus grande coopération et à renforcer les partenariats intersectoriels afin d'élaborer et de mettre en œuvre des actions collectives qui répondent concrètement aux défis migratoires de plus en plus complexes et interconnectés d'aujourd'hui. 

Vue d'ensemble 

Traditionnellement organisée aux Nations Unies à New York, la première session de 2021 a eu lieu en ligne du 25 au 27 mai, de 9h00 à 12h00 heure de l’Est. Elle a offert aux délégués de New York, de Genève et d'autres villes du monde un espace pour discuter de certaines des dimensions clés du lien entre migration, environnement et changements climatiques, liées à la mise en œuvre plus large de cadres mondiaux, tels que le Programme de développement durable, le Pacte mondial sur les migrations sûres, ordonnées et régulières, la Convention-cadre des Nations Unies sur les changements climatiques, l'Accord de Paris sur le changement climatique et le Cadre de Sendai pour la réduction des risques de catastrophe. 

La session visait à contribuer à l'élan politique en vue de la 26e Conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques (COP26), qui se tiendra à Glasgow, en novembre 2021. 

La session a mis en lumière les bonnes pratiques, les enseignements tirés et les recommandations qui aident les gouvernements et les autres parties prenantes à élaborer et à mettre en œuvre des politiques et des programmes inclusifs pour traiter les questions relatives au lien entre migration, environnement et changements climatiques et maximiser les opportunités. Les résultats et les recommandations du Dialogue seront publiés dans le Livre Rouge de l'IDM qui sera mis à la disposition de tous les contributeurs et participants. Ces recommandations seront également prises en compte dans les événements et forums à venir, notamment la COP26 de la CCNUCC et le Forum d'examen des migrations internationales.
