The Seventh Global Meeting of Chairs and Secretariats of Regional, Inter-regional and Global Consultative Processes on Migration (GRCP 7) was hosted by the International Organization for Migration (IOM) under the theme "Inter-state Consultation Mechanisms on Migration and the Global Compact for Safe, Orderly and Regular Migration" on 10 and 11 October 2017 in Geneva, Switzerland.
GRCP 7 aimed to bring together Inter-state Consultation Mechanisms on Migration (ISCM) – whether regional (RCPs), inter-regional (IRFs) or global – as well as their regional partners (UN Regional Commissions and Regional Economic Organizations) to jointly review their respective roles and contributions to the preparatory process of the Global Compact for Safe, Orderly and Regular Migration (GCM).
The meeting brought together 92 delegates from 22 Inter-state Consultation Mechanisms on migration (ISCM), 5 UN Regional Commissions and 5 Regional economic organizations.
In anticipation of the event, a survey was conducted among ISCM and their partner organizations to compile their respective experiences to the GCM. Survey feedback informed GRCP 7 Regional breakout groups and the overall GRCP Recommendations based on overlapping priority areas.
The agenda of GRCP 7 proceedings included: (i) Global Processes on Migration Inputs to the GCM; (ii) Inputs and Recommendations on the GCM by Region. Breakout Groups and Plenary Discussion; (iii) Discussion on Partner Engagement and Role of RCPs and Others in GCM Follow up and Review. Proceedings evolved around regional breakout groups, where overlapping issues were selected per Region and overall recommendations across all regions were identified. These recommendations were filtered during a plenary discussion. The event culminated in a Closing Session with the presence of the Special Representative of the UN Secretary-General on International Migration and the GCM Co-facilitators.
GRCP 7 resulted in the formulation of joint actionable commitments arising from recommendations on the GCM made by ISCM and partner organizations (UN Regional Commission and Regional Economic Organizations) – the “GRCP 7 Highlights”.
GRCP 7 underscored the significant role of ISCM in migration governance, recognized partnerships with governmental and non-governmental partners as an essential part of the efforts to advance effective cooperation on migration and promote better and more effective migration policies; and re-confirmed ISCM essential role in the GCM implementation and follow-up and review.
