The Strategic Response Plan for Ukraine and Neighboring Countries (2024-2026) contextualizes the IOM Global Strategic Plan (2024-2028) to the specific dynamics of Ukraine and the broader region, indicating our priorities and funding needs to deliver on three primary objectives:
  • 1) Saving and protecting people on the move
  • 2) Driving solutions to displacement
  • 3) Facilitating pathways for regular migration.

The strategy aims to be both relevant and adaptive, embracing a holistic approach. It provides IOM missions with a framework for coordination and measurement of progress towards supporting the people of Ukraine and communities affected by the war.
