Camp Coordination and Camp Management
IOM’s Camp Coordination and Camp Management (CCCM) teams manage and coordinate the assistance, services and protection activities in displacement sites – which include formal planned camps, as well as camp-like settings such as spontaneous sites, collective and transit centres.
CCCM programming ensures participation and representation of all groups of displaced communities through setting up and supporting committees and groups led by community members, as well as by establishing communication channels to disseminate information and receive complaints and feedback.
In the displacement sites which IOM manages or works, we ensure a safe and dignified physical environment through site maintenance and improvement and site-level infrastructure. IOM also advocates for sustainable and durable solutions for displaced populations in all contexts where it works.
IOM co-leads the Global CCCM Cluster with the United Nations High Commissioner for Refugees (UNHCR) under the Inter-Agency Standing Committee Cluster Approach. At the country or crisis level, IOM is mandated to provide camp coordination services in natural disaster contexts and, in some contexts, co-leads the cluster in conflict settings.
In its role on coordination for the sector, IOM’s Displacement Tracking Matrix is used to inform the humanitarian response and strengthen preparedness in camps and camp-like settings.
IOM also supports national and local authorities in preparedness for mass displacement – including capacity building and implementation of mass evacuations in natural disasters.
- Gender-Based Violence Mainstreaming in CCCM

Globally, IOM mainstreams gender-based violence prevention and mitigation in CCCM responses through the development of guidance and tools, and provision of technical support, trainings and capacity-building to staff, cluster members and other humanitarian actors in order to anticipate, identify and address Gender-Based Violence (GBV) risks in displacement crises and emergencies.
