Tony Luka Elumelu

Tony Luka Elumelu is a Nigerian, from Delta state. He obtained B.A (HONS) in Linguistics from University of Jos and has a Masters’ Degree in International Law and Diplomacy from University of Lagos. He has also completed and submitted a dissertation on ' An Appraisal of ECOWAS Free Movement and ECOWAS borderless migration ' in partial fulfillment for the award of Doctor of Philosophy (PhD), Commonwealth University, Belize, distance learning Programme.  He is also a chartered member of the Nigeria institute of Management.

Professional career: He is enlisted with the Nigeria Immigration Service as cadet and distinguished himself in the training school and graduated as the overall best officer in the 1987 set. Elumelu pioneered many innovative schemes and rose to Comptroller Cadre. After his appointment as the Head of Protocol unit, he left the Service in 2008 to take up an international appointment as the Principal Programme Officer/Head of Division Free Movement & Migration, at the ECOWAS Commission. His experience in the field broadened his scope and prepared him for the challenges of repositioning the Free Movement Division for global relevance and dynamic enhancement of migratory practices. Recently, in August, 2013, in Dakar he emerged as the best graduating participant in all the courses organized for the RECs in the African continent on migration, by the African Union and the Dakar based African Institute for Economic Development and planning (IDEP), set up by UN in 1962. He has presented several topical papers on free movement, human rights, and the ECOWAS Common Approach on migration at many international fora.
